Joel passed away November 28, 2023 at the age of 49. He was born September 12, 1974 to Shirley A. Klinert and the late Howard Bailey in Bay City, Michigan.

 

Joel took immense pride in his work as a concrete finisher, and especially loved doing stamped concrete work for customers. He enjoyed hunting, fishing, going to concerts, playing roulette, and spending time with friends and family. Joel was known for his loud personality and giving heart. Joel was a man who would give the shirt off his back to anyone, and could fix or create anything. Joel will forever leave a lasting impression on everyone he met.

 

Joel will be greatly missed by his wife of 18 years, Janice Louchart; son, Brandon Moncman; daughter, Madison Louchart; son, Cortlen Louchart; mother, Shirley (Jeff) Klinert; brother, Keith Riselay; sister, Shanna Kota; grandmother, Gloria Collier; grandfather, Richard Annabel, grandsons, Braden and Motlee Moncman; and many nieces, nephews, aunts and uncles.
